This study aims to examine the integration of Javanese cultural values as a strategic approach to strengthening basic literacies and 21st-century competencies in the context of a rapidly evolving digital society. In response to ongoing technological transformation, the development of future leaders requires not only technical proficiency but also a well-grounded ethical and cultural framework. This study employs a qualitative descriptive design based on a systematic literature review and document analysis. The data sources consist primarily of peer-reviewed articles indexed in Scopus and Web of Science databases, complemented by relevant academic books and policy documents. The data were analyzed using a thematic analysis approach to identify key patterns and conceptual relationships between cultural values and literacy development. The findings indicate that Javanese cultural principles function as an ethical and conceptual foundation for the development of multidimensional literacies. The value of gotong royong promotes collaborative and socially responsible orientations within social and financial literacy, while nrimo supports reflective and adaptive thinking in navigating digital challenges. In the context of scientific and digital literacy, these values foster responsible and critical engagement with technology. Furthermore, the concept of madya manggala recontextualizes civic literacy by emphasizing balance, social harmony, and ethical leadership in digital environments. This study contributes to the discourse on culturally responsive education by proposing a conceptual framework that aligns 21st-century competencies with indigenous knowledge systems. The findings suggest that integrating local cultural values into educational practices can support the development of resilient, ethically grounded, and globally competitive future leaders.
